Executive Summary

A facility built for implementation, not just delivery.

Muazu Africa has expanded its Technical Assistance (TA) Facility to support development finance institutions, development partners, governments, philanthropic organisations and private sector actors designing inclusive rural market interventions.

The expansion responds to a growing need for implementation partners who understand rural market systems beyond project delivery — strengthening how capital, procurement, market access and institutional partnerships work together to create productive economic opportunities within rural communities.

The Announcement

Building functioning market systems, not just improving programme delivery.

Over the past four years, Muazu Africa has worked alongside development finance institutions and development partners to strengthen enterprise ecosystems, support women-led local value chains, deliver technical assistance, generate evidence for decision-making, and improve the effectiveness of rural economic development programmes.

The expanded Technical Assistance Facility responds to a growing need for implementation partners that understand rural market systems beyond project delivery. Rather than focusing solely on enterprise support, the facility is designed to strengthen how capital, procurement, market access, and institutional partnerships work together to create productive economic opportunities within rural communities.

Operating across Nigeria and Rwanda, Muazu Africa brings contextual understanding of rural economies and local enterprise ecosystems, enabling development partners to deliver programmes that are commercially viable, socially inclusive, and locally owned. The organisation has also developed proprietary rural market intelligence and diagnostic tools that enable partners to better understand enterprise readiness, market constraints, value leakage, and opportunities for inclusive investment.

A Key Pillar

Social procurement: sourcing that keeps value inside rural economies.

A key pillar of the expanded facility is social procurement — helping institutions intentionally source goods, services, and implementation partners from local enterprises, cooperatives, and women-led businesses. By embedding social procurement into programme delivery, Muazu Africa helps ensure development investments generate employment opportunities, strengthen local supply chains, and retain more economic value within rural communities.

Our work begins where many programmes end. We believe rural prosperity is created when institutions intentionally retain value within local economies. Technical assistance should not only improve programme delivery, it should build functioning market systems that create sustainable gigs, strengthen women-led enterprises, and unlock long-term economic participation.

Why It Matters

Bridging institutional capital with high-impact rural implementation.

As governments and development partners increasingly prioritise locally led development, climate resilience, food systems transformation, and inclusive economic growth, the expanded facility is positioned to bridge institutional capital with high-impact rural implementation.

Creates more implementation opportunities for local experts, researchers, rapporteurs, consultants, field coordinators, and ecosystem partners.

Supports institutions delivering transformational programmes across Africa.

Strengthens the translation layer between reporting requirements and what actually happens in the market.

Improves programme effectiveness through proprietary rural market intelligence and diagnostic tools.
